On the morning of October 28, 2025, the 84th Session of the Lecture Series on Southeast Asian Affairs and Global Perspective series was held in Room 301-3, Nan'an Building, Xiamen University. This lecture was delivered by Adhi Priamarizki, a researcher at the S. Rajaratnam School of International Studies, Nanyang Technological University, Singapore, and a Fudan Golden Light Scholar at Fudan University,the lecture was titled "One Year of Prabowo's Administration: Civil-Military Relations and Defense Development in Indonesia."
Researcher Priamarizki began by outlining the key dynamics in Indonesia's recent civil-military affairs. He pointed out that the government has introduced the new Indonesian Military Law and multiple presidential decrees, such as No. 202/2024 and No. 84/2025. Additionally, the concept of "total defense centered on welfare and inter-agency coordination" has been proposed. He also clarified the composition of military-affiliated members within Prabowo's administrative circle, including key figures such as Defense Minister Sjafrie Sjamsoeddin, clearly revealing a network of civil-military connections.
Priamarizki further analyzed the development of the Ministry of Defense and the Indonesian National Armed Forces (TNI), suggesting that the ministry's functions have expanded from traditional defense to national security.
Finally, he analyzed the potential implications of the current situation, warning that excessive reliance on the TNI to address domestic affairs could lead to resource overextension. He also highlighted areas requiring close attention, such as the Ministry of Defense's strategic planning meeting at the end of 2025 and future equipment procurement plans.
During the discussion session, Associate Professor Bao Guangjiang and Assistant Professor Wang Shuqi from the School of International Relations/Nanyang Research Institute at Xiamen University raised questions on "democratic transition and military power tensions" and "neighboring countries' attitudes toward the Indonesian regime," respectively. Professor Zhang Miao supplemented the discussion with insights on "interactions between the military and the business sector," to which Researcher Priamarizki responded in detail.
In closing, Associate Professor Zhang Miao, Vice Dean of International Relations/Research School of Southeast Asian Studies at Xiamen University, expressed heartfelt gratitude on behalf of the school for Researcher Adhi Priamarizki's visit.
